Fallout 4 Houlden Hills - A Custom Settlement

This is version 2 if the first custom settlement I made for Fallout 4. 
Located slightly north of Fort Hagen. Features include a working water pump, 100 power, a full set of "S.P.E.C.I.A.L" X-01 Power Armor with 3 custom paint jobs, full crafting, and a bed. There are various goodies in a Steamer Trunk in the shed and in the safe in the Rusty Airstream. I didn't mention this in the video, but the Resource container for the Workshop is custom with shipments included in it which gives the Workshop ample starting resources.

It is highly recommended that you use the latest version Scrap Everything or your favorite scrapping mod so that you can remove the trees, shrubs and vines throughout the Settlement grounds that you may wish to remove. It should be noted that every single object placed by Myself has a scrap recipe with the only exception being the power fuse box on the pole. The fuse box can be moved however.
Also the foundation blocks of the trailer pad and the shed can have other foundation blocks from the workshop shop snapped to them which allows to extend the platforms.
By the way, be careful there is a Raider nearby and depending on your progress in Automatron they may be rust Devils at the Satellite Array south of the Settlement.

KNOWN ISSUE: There is a workshop glitch that happens after you leave the cell which contains the workbench and cross into one of the adjacent cells of the settlement and then try to return to the workbench cell. It IS NOT game breaking, just annoying. The workshop auto closes right on the cell boundaries. It is easy enough to simply just re-open the workshop.
I do not know the fix for this issue and like most things, asking for help on the Nexus provided an exercise in futility. Those mod authors who might know the answer certainly aren't sharing their knowledge (which is one reason I pulled My mods off the Nexus).
I have no need to hear guesses as what is causing this. Listing "could BEs" and "have you tried" in the comment will be automatically ignored. I only wish to know the fix for this problem if you ABSOLUTELY know the fix.
I have tried everything and I have found through trial and error it has something to do with when you add a custom Location to a Commonwealth cell which leads me to believe it is a game engine issue. Just one of the many ways Bethesda screws with modders of their game. I don't call them Bugthesda for nothing.

How to Install

Use a Mod Manager (such as NMM) and follow the install procedure normally.
If you wish to install manually (because you may not use a mod manager for some reason) unzip the contents of the download to your Fallout 4 Data folder. Make sure the plugin "000RLB_HouldenHills" is turned on in the Steam Data files in the launcher.

To Remove

Remove the plugin and 2 corresponding BSA archives from your Fallout 4 Data folder.
